Hong Kong Takes a Leap into Digital Asset Derivatives Trading
The Hong Kong Securities and Futures Commission (SFC) is reported to be planning the introduction of digital asset derivatives trading for professional investors as part of its broader strategy to expand product offerings and reinforce the city’s role in the global digital asset market. This move comes as the global digital asset market has surpassed $3 trillion in value, with annual trading volumes exceeding $70 trillion.
According to a report by China Daily HK, Christopher Hui Ching-yu, secretary for Financial Services and the Treasury, confirmed this development on June 4. The SFC’s decision to prioritize sound risk management is evident, with trades set to be conducted "in an orderly, transparent, and secure manner." This is part of a deliberate effort by Hong Kong’s financial regulator to ensure that digital asset derivatives can contribute meaningfully to the market without posing undue risks.
The SFC’s push into crypto derivatives coincides with its earlier plans to diversify virtual asset products available to investors. Since January this year, it has approved staking services and greenlit virtual asset spot ETFs and futures products. The approval of HashKey’s staking services in April 2025 demonstrates the increasing willingness of Hong Kong regulators to work closely with fintech firms within the sector.
Regulatory Framework
As Hong Kong continues its development into a prominent player in the global digital asset market, it is becoming increasingly clear that comprehensive regulatory frameworks are playing a significant role. Hui reportedly stated that Hong Kong’s tax framework is being optimized to make it more attractive for international players. Under this plan, digital assets will soon qualify for tax concessions offered under Hong Kong’s preferential tax regime for funds and carried interest.
One of the factors driving these regulatory efforts is the promotion of Hong Kong as an Fintech hub in the Greater Bay Area and mainland China. To help firms navigate licensing, tax incentives, and regulatory requirements in the region, agencies like Invest Hong Kong and the Hong Kong Key Enterprises Office offer one-stop services. This collaboration has been crucial to establishing a seamless onboarding experience for fintech companies.
Fintech Growth and Sector Adoption
According to Hui, Hong Kong is now home to over 1,100 fintech companies, including eight licensed digital banks and ten regulated virtual asset trading platforms. Since its first policy statement on virtual assets in October 2022, the city has made significant strides in broadening its offerings, introducing Asia’s first VA futures ETFs, spot ETFs in April 2024, and futures inverse products in July 2024.
Regulatory Adoption of ESMA Crypto Standards
The push for regulatory standards seems to be gaining momentum globally. In September 2024, two top-level Hong Kong financial regulators announced their intent to adopt reporting requirements set by the European Securities and Markets Authority (ESMA) for crypto over-the-counter (OTC) derivatives. This decision is critical in creating a unified framework that helps mitigate risks associated with OTC trading.
Preparing for Web3 Integration
A significant step towards fully integrating Hong Kong into the global digital market has come with the city’s latest developments in Fintech and blockchain technology. In April, Hong Kong revealed plans to release its second policy statement on virtual assets later this year. The goal is to further explore the integration of Web3 technologies into traditional finance. This integration could lay down a path for seamless collaboration between banks, investors, and startups.
